Cooperation under ASEAN-India
Since the sectoral linkage between ASEAN and India
was formally upgraded to full Dialogue Partner status at the fifth
ASEAN Summit in 1995, the two parties have widened their scope
of co-operation covering, among others, human resources development
and people-to-people contacts. It was also agreed that human resources
development features among the priority area where joint activities
should be carried out. With this in mind, the experts had conducted
the ASEAN-India Study on Human Resource Development Co-operation
which covers the following concerns;
Accreditation system for higher and technical education
Academic exchanges, networking & twinning arrangements in
social sciences
Academic exchanges, networking & twinning arrangements in
technical and education.
ASEAN Study Centres in India and Indian Study Centres in ASEAN
countries
The Workshop on ASEAN-India Human Resource Development
(HRD) Study was held during 16-17 October 2000 in New Delhi and
hosted by the Educational Consultants India, Ltd. (EdCIL) and
India's Ministry of External Affairs with financial support from
the ASEAN-India Fund.
The Workshop agreed to follow practical steps
recommended by the experts and requested the AUN Secretariat and
the EdCIL to serve as focal points for implementing the Work Plan.
For that reason, technical and management education is focused
as a starting point for collaboration under ASEAN-India framework.
As recommended by the Workshop, 2 Indian delegates, hosted by
the AUN Secretariat, observed the Workshop on AUN-QA Alliance
in Bangkok on 11 November 2000 in order to start exchanging information
regarding quality assurance in higher education between ASEAN
and India.
Later in March 2001, the 4th Meeting of ASEAN-India
Working Group has endorsed the Report of the Workshop and agreed
that the implementation of the Work Plan would be done under the
overall coordination of the Ministry of External Affairs of India
and ASEAN Secretariat.
Current Status
Relevant to the Workshop on ASEAN-India HRD Study,
the AUN Secretariat prepared a draft proposal on Preliminary Visit
for ASEAN India Academic Exchanges focusing on co-operation in
technical education. The proposal targets at the visit by concerned
authorities from AUN Member Universities to identified Indian
institutes and a wrap-up workshop to setting out the framework
for further academic exchanges programmes.
Februray 2003, the proposal was approved
for funding by ASEAN-India Cooperation Fund and then December
14-18 December 2004, AUN Secretariat co-organized with the Indian
Ministry of Human Resource Development conducted
the Preliminary Visit for ASEAN India Academic Exhchanges.
